Town of Carstairs and NeoForm Developments Announce New Transformative Seniors Housing and Mixed-Use Campus

The Town of Carstairs is pleased to announce today a landmark agreement in principle with NeoForm Developments to construct a state-of-the-art, multi-phase seniors housing and mixed-use campus. This partnership marks a significant investment in the community, addressing the community’s need for housing options, specialized seniors' care, and enhanced local services.
“This project is a significant milestone for our community,” says Mayor Dean Allan. “Our housing needs assessments have clearly identified the need for more diverse housing, particularly for our seniors who wish to age in place in our community. This development will provide much-needed specialized care facilities, which have previously been unavailable in Carstairs, and also create a vibrant, integrated campus that provides housing and benefits to residents of all ages.”
The planned development, located on a site Council strategically designated for this use on the east side of Carstairs, represents an immediate initial investment of over $15 million into the local economy, with total project investment expected to exceed $60 million upon full build-out.
Addressing Community Needs through Innovation
As one of the fastest-growing communities in Alberta, Carstairs has experienced a surge in demand for housing. The new campus is designed to meet several critical infrastructure and service needs by offering:
Specialized Seniors Care: Round-the-clock designated supportive housing (Level 4), allowing seniors to remain in the community they call home.
Housing Diversity: A mix of affordable seniors housing and regular market-rent apartments to increase the overall local housing supply.
Community Integration: Commercial space designed to house local businesses, alongside an active living campus that will tie into the community and nearby parks and pathways.

The project will utilize advanced modern construction methods to ensure efficiency and quality. Construction is slated to begin in early 2027, with Phase 1 including a 60+ unit building that integrates commercial space, supportive care, and independent living apartments.
